Annual State of Hawaii Wharfage & Port Security Fee Effective July 1, 2025
As a reminder, the State of Hawaii Department of Transportation, in association with their continued Harbors Division’s financing plan for its Harbors Modernization Program, has announced they will implement an increase of 4.1% to their wharfage and port security fees, effective July 1, 2025. As such, the ocean carriers will increase their related charges by the identical amounts the same day.
DHX-Dependable Hawaiian Express will pass through these State fees for full-container load (FCL) shipments sailing on and after Tuesday, July 1, 2025. Although this is a 4.1% increase by the State, we will increase only our less-than-container loads (LCL) wharfage fees by $0.01 per cubic foot to Oahu and $0.02 per cubic foot to Outer Islands. We will absorb the Port Facility Security Fee increase for LCL shipments.
Hawaii PUC Approves 18.1% Temporary Rate Increase for Young Brothers
As a reminder, the state Public Utilities Commission has approved an 18.1% temporary rate increase for Young Brothers LLC (YB), effective Tuesday, July 1. This adjustment is in response to YB's claims of financial distress and its need to maintain essential interisland shipping services.
This approved increase is lower than the 25% requested initially by YB. It will be in effect until December 31, or until Young Brothers' pending general rate case is resolved, whichever comes first.
The increase will be applied to all related inter-island shipments starting July 1. We will keep you posted on any future developments or a final resolution.
*Revised Kona Delivery Rate Increase Effective August 15, 2025
The previously announced 5% increase, effective July 3, 2025, will be postponed. The revised effective date will be applicable on sailings on August 15, 2025.
