Fuel Related Surcharge Increase – Hawaii / Guam / Micronesia

As we advised in our May 19 Breaking Alert, oil prices have continued to trend upward due in part to the ongoing Russia-Ukraine War. This has driven higher fuel-related operating costs for Matson. As a result, Matson will increase its Fuel-Related Surcharge (FRSC) effective Sunday, June 19, 2022. The surcharge for Hawaii service will increase from 46.0% to 48.5%; for Guam/CNMI service, it will increase from 47.0% to 49.5%; and for Micronesia service, it will increase from 51.0% to 53.5%.

State of HI Wharfage & Port Security Fee Increases Effective July 1, 2022

As we advised in our June 1 Breaking Alert, as part of the State of Hawaii Department of Transportation, Harbors Division’s financing plan for its Harbors Modernization Program, the State has been phasing in wharfage and port security fee increases on July 1 over the last several years. These fees support important development work under the Harbors Modernization Program: expanding harbor capacity, accommodating advancements in containerized cargo handling, alleviating congestion and shortage of available operational space, and developing more adaptable and resilient port facilities.

We have been informed by Matson Navigation Company (“Matson”) that the State has announced increases of 6% to both wharfage and port security fees, effective July 1, 2022. To mirror these State fee increases, Matson will increase their related charges by the identical amounts on July 1, 2022.

DHX-Dependable Hawaiian Express will pass through these increased State fees for shipments sailing on and after Friday, July 1, 2022. Although this is a 6% increase by the State, we will be increasing our less than container loads (LCL) wharfage fees by only $.02 per cubic foot for all islands, which amounts to a 4.3% increase for Oahu and a 3.6% increase for the Outer Islands wharfages. For full container loads (FCL), costs will be passed through at cost.

We will pass on the Port Facility Security fee increase for FCL at $22.98 for Oahu and $34.48 for the Outer Islands for shipments sailing on and after Friday, July 1, 2022. As we did last year, we will again absorb the increase for LCL.

Island Delivery Rate Increases Effective July 5, 2022

As we advised in our June 1 Breaking Alert, as a result of continued fuel and operational cost increases, our island delivery rates will be increasing effective for shipments sailing on and after July 5, 2022, as follows:

  • Oahu - ocean delivery per cubic foot and spot rates by 5%
  • Maui - all-island rates and accessorials by 3%
  • Kona - all-island rates and accessorials by 5%
  • Guam - all-island rates and accessorials by 5%
