Philippine Freight Advisory

The Philippines Bureau of Customs (BOC) has migrated to an online system which allows no direct contact. Due to the continuing effects of Covid-19, all correspondence is being done through an online portal system, causing serious delays in customs clearance. This BOC action is critical due to the fact that there is no free time upon arrival for either LCL or air shipments. Storage starts immediately. This can negatively affect import LCL and air shipments. FCL shipments still have, on average, five calendar days of free time

The export peak season capacity restraints on air and ocean cargo alike has caused an overbooking scenario which has led to delays of shipments out of the Philippines.

To mitigate storage costs and to avoid any delays clearing customs, DGX recommends sending all documents in advance of shipment for review and approval by our office in the Philippines. For shipments out of the Philippines, we suggest booking as far in advance as possible to secure space with the airline or ocean carrier, allowing you to meet your customers lead time and delivery requirements at destination.

Los Angeles/Long Beach Port congestion

With the ports of Los Angeles and Long Beach reporting record levels of activity in September and October, the congestion at the ports has also dramatically increased and is expected to continue through early November. The JOC reports that terminal productivity is expected to decrease, chassis shortages to become more intense, and drayage capacity to be pushed to its limits. Import distribution warehouses throughout the area will be even more challenged in moving product to their final destinations throughout the country.

The congestion is causing delays for vessels as they wait for space at the dock, delays for truckers as the turn times at the terminals increase, and equipment detention and chassis rental charges as appointments at the terminals become more difficult to obtain without delays.

DGX is working diligently to minimize additional detention and chassis charges caused by the port situation. We work to keep our customers regularly updated on their shipment’s status and any additional charges caused by delays due to congestion.

  • All DGX Offices are operational and working regular business hours
  • All DGX Staff that are able to perform their duties from home are telecommuting
  • All CFS/Gateways are open and working regular hours
  • All ports and terminals are open
