Section 301 Tariffs-Additional tariffs for Imports from China
to USA
For your ease of reference, we have compiled the lists of tariff
numbers impacted by the recently implemented additional Section 301 tariffs
assessed on US imports of goods of China origin. It is recommended that you
verify if your products fall under any of the additional tariffs.
List # 1:
Implemented on July 6, 2018- Covers 818 USHTS tariff subheadings at 25% tariff,
representing approximately $34 billion in imports from China. Products include
certain machinery and parts and components, certain vehicles and parts,
scientific and electric equipment and various industrial products.
Tariff exclusions requests must be submitted by October 9,
2018.
List # 2:
Implemented on August 23, 2018- Covers 279 USHTS tariff subheadings at 25%
tariff, representing approximately $16 billion in imports from China. Products
include certain chemicals, plastics, metal articles, machinery and
vehicles.
Tariff exclusions requests must be submitted by December 18,
2018.
List# 3: Implemented
on September 24, 2018- Covers about 5745 USHTS tariff subheadings at 10% tariff
with the rate increasing to 25% on January 1, 2019. This represents
approximately $200 billion of annual imports from China. Products include
foodstuff, agricultural goods, textiles, wood, chemicals, metals and metal products,
rubber, plastics, etc.
A product exclusion process has not been announced as of yet for
List 3.

Brown Marmorated Stink Bug (BMSB)
Season Measures for Shipments to Australia
The Australian Department
of Agriculture and Water Resources (DAWR) has issued new measures to protect
Australian territory from infestation of BMSB.
Breakbulk, Full Container
Load (FCL) and Freight of All Kinds (FAK) containers from high risk countries,
including the USA, containing high risk and target risk commodities are
required to be fumigated. FAK containers containing at risk cargo are to be
treated at the container level.
With the aim of
maintaining transit time integrity and minimizing financial impact, DGX will
treat all cargo sailing from the USA to Australia at a DAWR approved treatment
facility in Los Angeles.

Permeable Wrap for Less-than-Container
Load (LCL) shipments to Australia
We wish to inform you that all shipments undergoing fumigation, including BMSB
treatment, cannot be wrapped in standard plastic shrink wrap. Goods
must be packed in permeable wrap including web wrap and/or plastic that
has sufficient holes to allow the fumigant to penetrate.
Shipments improperly packed for treatment will not be fumigated
until properly re-packed and will incur additional costs.
LCL shipments to Australia must meet this packing requirement.
Fumigation Requirements
for Imports to New Zealand/Exports from the USA
Changes to fumigation requirements for Imports to New Zealand
from the USA have been released to protect against Brown Marmorated Stink Bugs over
the 2018/2019 high risk season.
The Ministry for Primary Industries (MPI) has
advised these new measures are effective from 1 September 2018
to 30 April 2019.
Both new and used vehicles, machinery and equipment/parts are at
risk goods and must now be fumigated at origin if loading as LCL or breakbulk. FCLs
can (at this stage) still be fumigated upon arrival in NZ.
If you are moving any type of machinery, machinery parts,
automotive parts, or equipment but they are new and unused - you MUST
state this clearly on your SLI and all documentation to avoid any confusion or
fumigation fees.

24 Hour Advance Manifest Rule-GACC
The General Administration of Customs China (GACC) recently
released a new regulation on their current 24-hour advance manifest rule. This
new requirement is for overseas shippers to provide their organization code
or enterprise code (i.e. "USA Shipper provides
EIN/CIK/equivalent.”) for any shipment exported into Mainland China. For
any shipment imported shipped from China, the destination consignee should also
provide its own organization code or enterprise code to GACC timely. Any such
information should be provided before ETD of the sailing and any delay in
providing this information will result in a customs penalty in China.
If you are a
DGX Customer, we will coordinate ensuring this information is properly filed
with Customs in China. We appreciate your understanding with respect to this
new requirement. We look forward to working with you to avoid any such China
Customs penalties.
Hawaii to
International Destinations
When you
have a shipment for an international destination moving ocean carriage from
Hawaii to Los Angeles prior to export, please be advised that freight must be
received at our Honolulu facility on Tuesday by 3:00 P.M. Hawaii time, to be
loaded on that week’s vessel headed to Los Angeles. Should you want us to pick up your shipment,
we need to plan it the previous day, so our cutoffs for ordering a pick up on
freight destined initially to the US Mainland are Monday by 3:00 P.M.

New Honolulu Warehouse - We’re building a new warehouse and

Beard for Buck$ - A campaign
to help raise money for charity, that will help the homeless in Hawaii. So far
we have earmarked over $17,000 for charity, including a donation from a
customer for $25.00 a container for their 100 plus container project. We estimate 7 more months until the completion
of our new warehouse! You can see monthly updates regarding the
current length of the beard, as we progress.
