Safety of Life at Sea (SOLAS) - Verified Gross Mass (VGM)

The International Maritime Organization (IMO) has added amendments to the Safety of Life at Sea (SOLAS) Convention in order to mandate the Verified Gross Mass (VGM) for proper stowage of containers on a vessel.  Please note that the (VGM) amendment applies on a Global basis to both import and export shipments but will not apply to container shipments solely between two U.S. Ports as per United States Coast Guard (USCG).

Stakeholders, merchants and regulatory authorities in the industry are pursuing an ongoing discussion to ascertain the implementation details and policies to accurately meet the requirements and ensure that the processes and systems necessary for compliance are in order before the effective date. We suggest that you contact your suppliers/merchants to ensure they are made aware of this new regulation in order to avoid any delays on your merchandise at Origin ports as processes may vary from country to country.

DGX USA new Ocean export requirements:

LCL Shipments

As the shipper to the ocean carrier (DGX) will now be responsible to report to the carrier the (VGM) to accurately validate the weight/certify and meet (SOLAS) new guidelines.

FCL Shipments

Because DGX does not control the loading for FCL shipments, shipper will need to provide the VGM.  Please note that carriers may have different cut-off times. Therefore, we require the VGM to be submitted to DGX at least 24 hours prior to the carriers VGM cut-off time.

In addition, VGM must be submitted electronically to DGX by emailing it to your booking agent, noting the VGM on SLI or Bill of Lading or by completing a VGM certificate.  Please indicate the following information when submitting VGM…

* Name of Authorized personnel  (must be authorized by shipper to declare the VGM)

In regards to both LCL and FCL shipments, the above information is based on the most recent information provided by the Industry. Due to the current uncertainties that are still being addressed by regulatory authorized personnel along with ports and ocean carriers, we anticipate there will be ongoing changes and updates globally.

LCL: USD $7.00 w/m, minimum USD $25 per Bill of Lading, when Shipper requires DGX to weigh the shipment to verify the gross mass.

FCL: USD $25 per container plus any and all additional third party charges (obtaining actual weight certificate, additional dray, demurrage, waiting time, repositioning, chassis fees etc.), when Shipper requires DGX to weigh the container to verify the gross mass.

 

VGM Admin Fee

From United States to all destinations

LCL:  USD $10 per Bill of Lading​

 

FCL: USD $25 per container for the first container, $10 for each additional container on the same Bill of Lading.​

 

Low Sulphur Surcharge (LSS)

7/1/16

From United States, West Coast, East Coast and Canada to Australia, New Zealand, Fiji, Tahiti and Papua new Guinea

Will decrease to:

US $15/20’ | US $30/40’

 

LCL: remains the same at $1 W/M
